SUMMARY:Prosecuting War Crimes
DESCRIPTION:Dear International Law\, Litigation and Criminal Law Section members: \nThe Oregon State Bar’s International Law Section invites you to attend the following program: \nProsecuting War Crimes\nTwo Oregon Lawyers in the Hague \nMonday\, May 5\, 2014\nFrom 12:00 p.m. to 1:30 p.m..\nAt the Offices of Miller Nash LLP\nLunch provided with timely registration.\nSpace is Limited: Register Soon! \nPlease join us for a 90-minute presentation by two Oregon lawyers – Tim Resch and Doug Stringer – who have spent a substantial portion of their legal careers working for the United Nations International Criminal Tribunal for the former Yugoslavia in The Hague\, Netherlands (the “ICTY”). \nAmong Oregon lawyers\, our presenter’s experiences are unique: Tim is currently the Managing Partner at Samuels Yoelin Kantor\, LLP in Portland\, but has – in the last 10 years of his practice – twice put his Oregon practice on hold to join the prosecutor’s office at the ICTY. Doug has been practicing law since 1983 but has been based in The Hague since 2007 and remains actively involved in the ICTY’s efforts to bring justice to victims of war crimes in the former Yugoslavia. \nTogether they will speak on a variety of ICTY-related topics: the ICTY’s jurisdiction; the challenges of prosecuting violations of human rights laws; national and social issues\, in light of the region’s history; and the differences between American and European/international practices and standards of justice. \nAbout our presenters: \nTim Resch – \nTim is the Managing Partner of Samuels Yoelin Kantor\, LLP in Portland. Tim recently returned from working for the Office of the Prosecutor at the ICTY for the second time. During his most recent service\, Tim spent six months at the Tribunal where he was part of the team preparing for trial in the Radovan Karadžic case. Before that\, he served four years as a legal officer for the Tribunal where he conducted in-court direct examinations in international war crimes trials and traveled extensively throughout the former Yugoslavia investigating serious violations of international humanitarian law. Tim’s experience has been included in articles in the Lewis & Clark’s alumni magazine and Oregon State Bar Bulletin (at https://www.osbar.org/publications/bulletin/09oct/smallworld.html ). Tim is admitted to practice in Oregon and Washington. \nDoug Stringer – \nSince 2007\, Doug has been a Senior Trial Attorney and Appeals Counsel with the Office of the Prosecutor (OTP) at the ICTY. Doug is currently leading the Prosecution team in the trial of Prosecutor v. Goran Hadzic\, the last ICTY accused fugitive who was captured and transferred to the Tribunal in August\, 2011. Doug was a co-leader of the prosecution team in the trial of Prosecutor v. Jadranko Prlic\, et al.\, a multi-accused case that is one of the ICTY’s longest and most complex trials and is currently responsible for the appeal after all six accused were convicted in 2013. He was a Trial Attorney with the OTP from 1997-2002\, and has also worked in the field as an International Prosecutor in Kosovo (2004) and in Sarajevo (2005). A practicing lawyer since 1984\, Doug is a former white collar crime prosecutor with the U.S. Department of Justice and worked in private practice in Portland\, specializing in white collar criminal defense and complex litigation. He has conducted numerous jury trials in US federal courts and practiced extensively at the federal appellate level. Doug is a member of the bar of the State of Oregon\, the U.S. Court of Appeals for the Ninth Circuit\, and the U.S. Supreme Court. Despite having been away for a few years\, Doug still proudly calls Portland home. He is a graduate of Lewis & Clark Law School (J.D.\, 1983) and the University of Notre Dame (B.S.\, 1980). \nProgram Location: Miller Nash\, LLP\, 111 SW Fifth Ave.\, Suite 3400\, Portland\, OR 97204 \nCredits: The ILS will apply for 1.5 hours of OSB CLE credit\, a portion of which may quality for “Access to Justice” credits. \nRegistration Fee: $20 for ILS members and students\, and $40 for all others.
